Do NVIDIA's NIM cloud endpoints work free? Blocked on a missing key

Hypothesis: a free NVIDIA Developer Program key gives working OpenAI-compatible chat on hosted open models at no cost. Known precondition: NVIDIA_API_KEY is absent in the environment (checked before running). Per plan, no signup, no borrowed key. Expected: cases needing a key (2,3-nvidia side,4-nvidia,5) = BLOCKED. Case 1 = pass only if HTTP 200 + list saved (may work unauthenticated; if so it proves catalog listing only, not free chat). Case 6 (terms): pass = quoted lines with URL + access date, or fail/blocked if pages unreachable. Control (OpenRouter free model): task matrix per prompts.md, 3 trials. Pass per task: (a) summary non-empty and <=120 words, (b) JSON parses with all 3 expected keys, (c) python code extracts, runs, and passes the stated assert, (d) answer contains Hebrew letters and mentions the right capital (ירושלים), (e) tool_call returned or JSON parses. Verdict rule for the hypothesis: "blocked" unless an authenticated chat call to NVIDIA is observed; no success claimed otherwise.
